Li Chong An, male, Han nationality, is a native of Luoyang City, Henan province. He was born in 1944, graduated from Beijing University, and joined the China Democratic League in 1987. He served as vice-president of the Lanzhou Railway Institute until 1996 and deputy governor of Gansu province from 1998 through 2003. In that same year he became vice-chairman of the law committee of the NPC.
